How to Become an FBR Filer in Pakistan

This guide walks you through registering on FBR IRIS and adding your name to the Active Taxpayers List (ATL).

Why Become a Filer?

Registering as a filer lowers your tax burden on everyday transactions. If you aren't on the Active Taxpayers List (ATL), banks, excise departments, and property registrars will charge you double or sometimes triple the standard withholding tax rate.

Step-by-Step Registration Process

Step 1: Get Your Documents Ready

You will need a few basic details before you start:

  • CNIC (Computerized National Identity Card)
  • A valid mobile number registered against your CNIC
  • An active personal email address
  • Proof of residence (utility bill)

Step 2: Register on FBR IRIS

Open the FBR IRIS portal (iris.fbr.gov.pk) in your browser. Look for the button labeled "Registration for Unregistered Person" and click it. The system will ask for your CNIC, name, cell number, and email. Once submitted, FBR will text and email you separate verification codes. Type both codes back into the portal to complete your initial enrollment.

Step 3: Complete Form 181

Log into IRIS using the new password FBR just sent you. Go to the "Registration" menu at the top and select Form 181. This is the main registration form where you declare your residential address, property details, and employer or business information. Check the details carefully and submit the form.

Step 4: File Your Tax Return

Creating an IRIS account does not automatically make you a filer. To get on the Active Taxpayers List, you have to file an Income Tax Return for the most recent financial year. You can do this from the "Declaration" menu. If you didn't earn any taxable income, you can simply file a nil return.

Step 5: Pay the ATL Surcharge

If you file after the deadline, FBR charges a late activation surcharge. For individuals, it's a flat Rs. 1,000. You'll need to generate a PSID (Payment Slip ID) inside IRIS, which you can then pay through your bank's app. FBR usually updates your status to "Active" within a few hours of payment.

Troubleshooting Registration Issues

I didn't receive the SMS PIN from FBR

Network delays are common. Ensure that your mobile number is strictly registered against your own CNIC. If you still don't receive the SMS after 15 minutes, click "Resend PIN" or verify your number using PTA's 668 service.

I paid the ATL Surcharge but I am still a Non-Filer

The Active Taxpayer List is updated sequentially. While it's usually instant, it can sometimes take up to 24 hours for the banking servers to sync with FBR IRIS. You can check your status manually by sending an SMS: `ATL [space] 13-digit-CNIC` to 9966.

I forgot my IRIS password

Click the "Forgot Password" link on the login screen. You will need access to your registered email and phone number to receive the reset links.
